Someone has to pay the salaries and the cost of the servers. At the end of the day, developing and maintaining a program as complex as Fusion 360 requires significant man hours (time and money). The main reason these changes were made was simply due to the fact that too many businesses were abusing the free licensing.

I was talking with someone from the Fusion 360 team last week. However, Autodesk is making these changes with very valid reasons. No one wants to learn a program and build all their files just to have them wiped out from underneath them.

Autodesk has good intentions of doing this to prevent thousands of businesses from abusing the licensing system that was previously all based on the honor system (which was pretty crazy for such a large company). TL DR - The Personal Use license will not be that big of a change from the Hobbyists' license.
